Notizen aus dem Überwachungsstaat: In ihrem Dokumentarfilm »Im inneren Kreis« beschäftigen sich Claudia Morar und Hannes Obens mit Polizeispitzeln in linken Szenen, deren Tätigkeit aufgedeckt werden konnte, teilweise erst nach Jahren.

Im Zentrum steht die Ermittlertätigkeit von Iris P., die für das BKA und mehrere Landeskriminalämter tätig war. Sie sollte in Hamburg Informationen über eine »Autonome Zelle in Gedenken an Ulrike Meinhof«, die sich mit Brandanschlägen hervorgetan hatte, beschaffen. Versehen mit einer umfassenden Legende, ging P. dann binnen kurzer Zeit in der Roten Flora und im Freien Radio FSK ein und aus. Sie war in die lokale linksradikale Szene voll integriert und organisierte Kampagnen mit. In dem Film wird sie von ihren früheren Genossen als nette, hilfsbereite Person beschrieben, die nicht nur als Aktivistin authentisch wirkte, sondern auch schnell Freundschaften schloss. Sie ging sogar Liebesbeziehungen mit Menschen aus dem Umfeld der Roten Flora ein, die sie dann als Informationsquelle ausnützte.

Ein interviewter Vertreter des Bundes deutscher Kriminalbeamter (BdK) führt aus, dass verdeckte Ermittler aus den Reihen von Landespolizeien im Gegensatz zu V-Leuten aus der Polit-Szene als zuverlässig gelten. Der Einsatz eines verdeckten Ermittlers sei ein kostspieliges Unterfangen, dafür müsse ein »sechs- bis siebenstelliger Betrag« aufgebracht werden.

Der ehemalige Bundesinnenminister Gerhart Baum (FDP) sieht die Bundesrepublik in einen »Präventionsstaat rutschen«, der einer »übertriebenen Sicherheitslogik« folge. Der frühere Generalbundesanwalt Kay Nehm gibt zu bedenken, dass »ein Liebesverhältnis« im Rahmen einer verdeckten Ermittlung »keine gute Sache« sei und fordert diesbezüglich von den anleitenden Behörden »Fingerspitzengefühl«. Christiane Schneider, Mitglied der Fraktion der Linkspartei in der Hamburgischen Bürgerschaft, spricht von einer »Grauzone«, die der Staat immer mehr ausweite – zu Lasten der Grundrechte seiner Bürger.

Es ist aber nicht ganz so, dass die Hamburger Linksradikalen vorbehaltlos auf Iris P. hereingefallen wären. Es hielten sich hartnäckig »szeneinterne Verdachtsmomente«, die sich aber nicht bestätigen ließen. Es fiel auf, dass P. für eine neue Aktivistin bereits relativ alt war und allein in einer schwer zu erreichenden Mietskaserne wohnte. Ihre biografischen und familiären Hintergründe waren unklar, weder gab es Kontakt zu Freunden von ihr, noch waren Besuche auf ihrer Arbeitsstelle möglich. Isoliert betrachtet begründen derlei Irritationsmomente noch keinen Spitzelverdacht, sagt »Leo«, der als Aktivist der Recherchegruppe Iris P. im Jahr 2014 medienwirksam enttarnte. Erst in der nachträglichen Gesamtschau ließ sich das Bild einer Spitzeltätigkeit zusammenfügen, so »Leo«. Es gebe in der linken Szene »ein abstraktes Wissen um die Ausforschung«, erzählt der langjährige Rote-Flora-Aktivist Andreas Blechschmidt. Dennoch sei die Hemmschwelle hoch, Personen zu verdächtigen, denn »nichts ist denunziatorischer als ein Spitzelvorwurf«.

Der Film von Morar und Obens trifft neuralgische Punkte, auch und gerade in der linken Szene. Vor den Aufführungen ihres Films kursierte ein Flyer, auf dem den Filmemachern vorgeworfen wird, aus »Sensationsgründen« persönliche Grenzen überschritten zu haben, »um ein möglichst gewinnbringendes Produkt zu bekommen.« Es gibt auch eine Erwiderung aus dem »Im inneren Kreis«-Team in Form einer schriftlichen Erklärung, die Kinobesuchern ausgehändigt wird, darin werden die Vorwürfe als »vollkommen haltlos« zurückgewiesen.

Die Folgen der Infiltration der Hamburger Linken waren verheerend. Gegenseitige Vorwürfe, zwischenmenschliche Zerwürfnisse und tiefe Gräben innerhalb der Politszene kennzeichnen die aktuelle Situation, die viele zu überfordern scheint. »Tanja«, eine Protagonistin aus dem Film, beschreibt die Spitzelaffäre um Iris P. im Nachgang als »schlechte Schmierenkomödie«. Eine der Frauen, die mit mit der verdeckten Ermittlerin eine Liebesbeziehung eingegangen war, spricht davon, »eine Form von Missbrauch« erlebt zu haben und einem »Trugbild« aufgesessen zu sein.

Der Film von Morar und Obens, für den sie bezeichnenderweise keinerlei staatliche Filmförderung erhalten haben, zeigt, dass die Tätigkeit von Iris P. darauf angelegt war, linke Zusammenhänge zu zerstören. Er ist ein wichtiges filmisches Dokument über den Überwachungsstaat Bundesrepublik Deutschland.
